In order to gain promotions season after season, the most important thing for a lower league team is to get better player as soon as possible.
What you should really pay attention to is that these players must be better or equal to the best players in the league and if possible even better or equal to the best players in the league above yours. With that you should have better or equal players than your opponents, making your team really capable of fast promotions year after year. This check and transfer policy must be repeated every season until you reach your desired quality.
In my example, I have looked for player that are equal or better than 3. Liga standard in the first season. Regarding my poor wage budget, I have tried to improve the weakest positions in my squad in the first season so I signed DC, DR, reserve GK, MC, AMR and SC giving my squad an all-round improvement.
In the second season in Bundesliga 2., with the wage budget improval, I have signed a lot of players, regarding my transfer and playing strategy (sign many players, some will play some will earn us money).
After promotion to Bundesliga 1, I have continued this transfer policy and signed almost only free players and long lasting loans (two season loans) which proved to be very good for me.
During the first season I have discovered that long term loans are a good transfer policy for my team. That way I can get excellent signings without paying ridiculous transfer money and even with no wage cost for some of them. So I currently have really big amount of first eleven players on loan from Chelsea, City, Barcelona etc. Those players would be impossible for me to buy since their transfer fee is enormous and wage demands too but the most important thing is that they wouldn't be interested to sign for Dresden from such a big club.
How to search with FM Scout:
In FM Scout, you have to load your game then filter the out of contract players and sort the list by current rating %.
Then you will see all free agents sorted by current quality and you can start making your shortlist. You can shortlist players by right clicking on a players name and adding him to the shortlist.
When you create your shortlist, you can then save it and export and import in FM where you should offer trials to those players in order to have a better look on their ability in relation to your current players and also to reduce their wage demands.
You should play around with the filter and sorting parameters in order to find desired players for your team.
I often search for quality regens in similar way, by filtering the age and setting the span from 0 to 18 years and sort them by Potential rating.
